I always level off with a knife and I use the dry measurement cups vs. wet. But I never heard about not scooping flour. Why is that?
Scooping packs the flour and you get more flour then you should. I have a flour canister and a big wooden scoop (that I bought in Williamsburg that I keep in the canister. I ladle the flour into a measuring cup with the scoop. don't bang the cup on the counter! That will just pack the flour! Just spoon the flour into the cup and sweep off any excess with a butter knife. Your measurements will be accurate!
