Was it because the ratings of the show was dropping so low the broadcasting company had no choice in dropping the show or were there other reasons like the writing was on the wall with Michael Learned and Ralph Waite already on the shows outs that the show was already set to end?

From what I've read, seen, and heard, the cast (minus Michael and Ralph) were fully-expecting a tenth season. They received notice after wrapping up Season 9 during the hiatus. It came as a surprise to all of them.
Michael, of course, had left the show so she could do other projects. Ralph didn't leave the show. He was literally fired because he was costing too much money and the producers were hoping to concentrate more on the kids to bring in a newer, younger audience. Instead of a 10th season, they went with the movies instead. And 'yes', the ratings weren't high enough to keep the show on the air.
By the way, if you saw the episode where Curt returns with Scott Hyland instead of Tom Bower, the producers hired Scott after Tom would return only if the money guys gave him a healthy raise. They refused and so did Tom.
Would the episode gave been any better with Tom? We shall never know.

I guess they would have kept on Rose and her new husband or maybe those two would have been out as well after they were married. If the show would have concentrated on just the children who were all adults with the exception of Elizabeth who was almost an adult they could have held the show together, but really for how much longer. I think the episode you are talking about Easton is the one where Mary Ellen goes to find Curt and not only finds a different actor, but a totally different personality character in Curt. When I watched that whole thing play out for the first time watching the series for the 1st time, I would have wished they would have just left Curt missing, Once Mary Ellen went back and found him and we all saw how negative he was, I know it gave me a totally different view about Curt. It would have been better to just leave him missing.

It was just an episode which never should have been.
Your idea of him just being MIA would have made a lot more sense and would have made the episode at least believable.

You're correct. It was John Boy who was missing in action and than came back as a different actor later on. Yeah, being completely dead and buried as well and then coming back from the dead... Well I know of only one other person who has done that and I don't think Curt was from the same line as He was. LOL
