Thats a good question. If she was from DC, what was she doing on WM? How did she meet Ben?

She had to have been around the Walton's Mountain area for at least awhile to get the reputation and nickname "Sinful Cindy"
Though she did openly say that her reputation was largely built around the red car.

I remember the red car but I don’t remember where he met her or anything about her family. Her dad was a Col. in the army. His name was Henry Brunson. In the reunion movies his name is Charles. Her mother Florence had already passed on by the time she and Ben were married. In the final season of the show, her father is killed in a car accident. While going through his papers, she finds out she was adopted. She searches for and finds her birth mother, Bernadine. She finds out that her birth father's name was Derek Shepard and that he died before he and Bernadine could be married..

Oh. Interesting. In one show Ben mentioned that her parents were divorced when she was 13. It was when they made the canteen in Rockfish

In the episode when they eloped, John made him call Olivia at the sanitorium and tell her about his marriage. And that's where he mentions Cindy's mother had died.

I don’t remember the episode, but I do recall Cindy’s father telling John that his wife had died and that Cindy was living with her grandmother or aunt while he was away in the military.
Edited to add: I think it was the Season 9 episode The Move, when Ben returned from the war and announced that he wanted to become an engineer. Cindy’s dad visited and offered to pay for his education if I remember correctly. In the end Ben decided to remain on the mountain and take over the mill.

I think the more pertinent question is, where did Cindy go? She was totally absent from the last two reunion movies.
I thought Cindy was a delightful character. She worked hard to fit in with the Walton family, and they easily accepted her as one of their own.
But to have her absolutely vanish with no explanation was just wrong, in my opinion.
