Well, David Harper was born in Texas, so depending on when he left, his voice/accent may or may not have picked up a "twang." I've never met him or heard him speak other than on The Waltons, so this is speculation on my part.

Buck met him at the shindig and even had a cigy with him. He can tell you if he has an accent or not.

I knew that David Harper was born in Texas and he sometimes says "Howdy",which is a well-known Texas greeting so yes I think there is a trace of an accent there. Grandma and Livy would be appalled if they knew Jim Bob smoked. LOL.
